Dr. Catherine Cerulli

Dr. Catherine Cerulli is an Emeritus Professor of Psychiatry at the University of Rochester Medical Center with a cross-disciplinary career combining legal, public health, and mental health expertise.

She co-founded a medical-law program for individuals affected by intimate partner violence and led research evaluating program effectiveness. Her work has been funded by the NIH, VA, PCORI, NIJ, Fogarty International Center, and the World Health Organization.

A Fulbright Specialist who taught in Delhi, India, Dr. Cerulli is the co-founder of Amicus Certus — a non-profit focused on deincarceration education through science dissemination — and founder and CEO of HLP, LLC, a consulting firm specializing in evidence-based public health solutions.
